Research Interests: Hydropower optimization, heavy equipment electrification, energy policy

Jason Emmons holds a B.S. in Hydrology and an M.S. in Hydrologic Sciences from UC Davis. After earning his degrees he served in the Peace Corps and began work for the US Army Corps of Engineers (USACE) upon returning, now serving as the USACE San Francisco District’s Regional Technical Specialist for Air Quality Compliance. He founded and leads the National Air Quality Analysis Community of Practice for USACE which delivers tools, guidance, and training for emissions analysis. He represents USACE on several intergovernmental working groups for blue carbon, carbon dioxide reduction, and Clean Air Act rulemaking efforts.

Jason’s research interests are seemingly broad but linked by the diverse agency actions USACE regularly makes, with the motivation to reduce emissions. These three areas include 1) optimization of hydropower generation using Forecast Informed Reservoir Operations (FIRO), 2) electrification of construction equipment (especially dredges) for building civil works projects, and 3) policy/guidance for how the Clean Air Act and National Environmental Policy Act are implemented at the federal level.
